In a year marked by shifting fiscal priorities and evolving policy conversations, the Federation for Children with Special Needs (FCSN) remains grounded in a simple truth: families thrive when systems work with them, not around them. Our mission is to empower families, engage diverse communities, and eliminate barriers to improve life outcomes for all children and young adults, especially those with disabilities.
What makes this work possible is the strong, collaborative relationships we share with our community partners, funders, and state agencies — built on shared values of equity, access, and the belief that families deserve clear information and meaningful participation in decisions affecting their children. Together, we are strengthening the systems that support children with disabilities across Massachusetts.

As the policy landscape evolves, families are seeking clarity on how legislative proposals, budget decisions, and regulatory updates may influence evaluations, specialized instruction, multilingual access, behavioral supports, and transition planning. Our role is to ensure families have the tools to navigate these changes with confidence — and to ensure their lived experiences inform the decisions being made at every level.
With the support of our funders and partners, FCSN continues to deliver high-impact services that meet the needs of families statewide:
- Information & Referral Services — individualized guidance on special education rights, early intervention, transition planning, and system navigation.
- Training & Workshops — multilingual trainings on IEP development, procedural safeguards, disability rights, transition to adulthood, and behavioral supports.
- Multilingual Family Engagement — equitable access to information and advocacy for families who speak languages other than English.
- Policy & Systems Advocacy — collaborating with state agencies, coalitions, and policymakers so the family voice shapes decisions.
- Specialized Support Programs — targeted assistance from early childhood through post-secondary transition.
This year, that work has had measurable, meaningful impact — thousands of families supported one-to-one, more than 10,000 individuals reached through workshops and community events, and a stronger family voice in statewide conversations on disability equity, multilingual access, and special education protections.
